A few years ago, the Dutch probation service Reclassering Nederland implemented a best-of-breed solution to support its Purchase to Pay (P2P) process. In practice, it turned out that the solution was not optimally set up, was not integrated with other systems and was therefore little used. When the contract expired, Reclassering Nederland chose to transfer the entire process to its existing ERP system (AFAS). Spendlinq was asked to supervise the project management, migration, implementation, training and rollout in the organisation.

The challenge

Reclassering Nederland has a decentralised organisation with branches in five regions. To make the entire process from purchase to payment run smoothly and in full compliance with the relevant contracts, it was essential to have the right procedures in place and to work from one central system. The existing solution was not working properly, which is why the organisation decided to transfer the entire P2P process to the existing ERP system in phases. This was a complex project involving many different stakeholders.

The aim

Reclassering Nederland was looking for a procurement process that would work in a uniform way for the entire organisation following the right procedures. This meant that the Procurement department wanted to gain better insight into and control over expenditure, contracts and budgets. At the same time, the Control department wanted to get its commitments administration in order, while the Financial Administration department aimed to process invoices faster and more easily.

The approach

In this project, Spendlinq was responsible for project management while also providing in-depth process knowledge. The project included a comprehensive spend analysis, a procurement channel strategy and workshops with stakeholders to arrive at a setup of processes that would optimally meet the needs of the organisation. For the setup of the system and the realisation of links with the OCR solution, frequent coordination took place with AFAS’s implementation partner. Spendlinq provided support in training employees, connecting suppliers and testing the entire chain.

The result

In cooperation with Spendling, Reclassering Nederland succeeded in integrating the entire process into AFAS. The implementation and rollout took place in phases, with the national office going live first, followed by the rollout in the regional offices. AFAS Procurement has been live since April 2024.

To prevent people becoming victims of crime, some 2,000 employees work with offenders and suspects on a daily basis. The national office is in Utrecht.
